They've started charging VAT on ebay. Not sure if its on everything as they haven't explained it properly but this is bad news for both buyers and sellers as its making stuff a lot more expensive and will put people off using ebay. I had to pay £1.48 on an item worth £6.55 so it seems that the £1.93 postage charge was subject to VAT also. Anyone know if VAT applies to items bought from outside the UK?

It's not an ebay policy as far as I can tell.
All prices should be inclusive of VAT - you shouldn't have extra added on to the price you pay. If the seller mentions in the description that they are going to do that, then I suppose you can't complain too much.
I thought the law was that prices including VAT should be shown unless it is business to business service. Most computer component places show prices without VAT, but also display the inclusive prices. Clothes stores show prices including VAT.
Have you complained to ebay?

When do the changes come into effect? The revised User Agreement and Privacy Policy are valid from March 1st, 2007.
Please note that if you sign up for site features between today and March 1st, 2007, and are asked to re-accept the existing User Agreement, we will not re-notify you of the changes to the User Agreement but those changes will still take effect on March 1st.
--------------------------------------- If you do not want to continue using eBay under the new User Agreement, please inform us of this before March 1st. In this case we will cancel your eBay registration. Learn more.

That is to do with VAT rates paid by sellers to list items etc. That change affects the rate of VAT paid by German and Austrian sellers.
In real terms it makes no difference to the seller if they aren't VAT registered. All that happens is if ebay charges £1.50 for a service, they will receive 1.27 or so, and the rest will be paid as VAT. This has been like that since 2003. If you live somewhere where VAT is different than the UK, then you will pay your local rate of VAT on the 1.27 so you would pay more or less than 1.50 total.
This only affects charges paid to ebay itself by sellers. Even then it's only interesting if you are a VAT registered company or live outside the UK. All ebay listing prices include the UK VAT component already.

Oh ok, I hope you're right Pob. So do you think this seller is violating the rules? This is the item I bought and in the listing he states that VAT will be charged although I didn't notice until after I bought it
